There will be a massive exodus from economically shuttered states, to states that have been turned back on. This will add to increased spread of disease and decline of quality of life for all residents of the healthier states. For example, if New York stays shuttered, it will force residents to relocate to warmer states, without work restrictions. We will see a flood of out of state license plates, loaded with disease and looking for work.
